May I add one thing.

Planning is done by committee. Implementation is not done by committee. Implementation is a one-man job.

If there is no person who wants to implement a strategy, a ten-person committee is useless.

One person should take the initiative, start doing stuff on his own, then present it to the committee. Then the committee will suggest changes, divide up work, do follow-ups etc., and then things will pick up from there. It looks like the committee is doing all the work, but really, implementation comes from the work of one person.

Be that person.
